Michael R. Heineman
Michael Heineman joined Precision Tune Auto Care as President in January 2025, bringing over 20 years of franchising experience. He has held various leadership roles, including Area Franchisee Director, Security Director, Franchise Consultant, and Business Coach.
Michael earned his MBA from Bemidji State University in 2020, following his Bachelor’s degree from the same institution. In addition to his academic credentials, he holds several professional designations that further reinforce his leadership capabilities.
General Counsel & Corporate Secretary
Frederick F. Simmons
Frederick Simmons serves as Precision Tune Auto Care's General Counsel and Corporate Secretary. Before being named to his current position in March 2001, he was Assistant General Counsel of Advantica Restaurant Group, Inc. (which owned multiple restaurant brands, including Denny’s, El Pollo Loco, Hardee’s (franchisee), Coco’s, Carrows, and City Range). Simmons has also taught legal classes at the University of Maryland — University College, and George Washington University. He earned a BS in Economics at the University of Kansas (Lawrence) and his law degree at Syracuse University (Syracuse, NY), where he was an Associate Editor of the Syracuse Law Review.
Senior Vice President, Operational Programs & Development
John T. Wiegand
With more than 30 years experience with the Precision Tune Auto Care system, John Wiegand became Senior Vice President of Franchise Operations in August 2000. Wiegand joined We JAC Corp. as Director of Field Operations in 1996, prior to which he served as Director of Sales and Product Management for Precision Automotive Components (PAC), a manufacturing and distribution division of the company. Wiegand is a member of MAP, the Motorist Assurance Program, and earned a BBA in Management from Northeastern University (Boston).
Vice President, Training/Research & Development
Joel Burrows
Joel Burrows, also known as the “Car Doctor”, has 38 years with Precision Tune Auto Care and holds the position of Vice President of Training/Research and Development. With a number of automotive professional memberships and industry associations (MAP, ASE, MACS,TIA, SAE to name a few), Burrows also holds a U.S. patent for an Induction System Cleaning Process, as well as authorship of proprietary technical and marketing materials. Burrows’ educational background includes an interesting mix of music and things mechanical, as he earned a Masters in Music from the University of Miami, in addition to factory training with GM, Ford, Chrysler and Bosch.
Vice President, Business Development
Lee Oppenheim
Lee Oppenheim joined the Precision Tune Auto Care family as the Vice President of Business Development in September 2007 with over 18 years experience in the franchising industry. Previously, he held the position of senior Director of Business Development at Realogy Corporation, formerly a division of Cendant Corporation, the leader in residential real estate in Parsippany, NJ. Oppenheim is an expert in brand expansion and acquisitions. Having worked as an agent, broker and franchisor, he is familiar with different business models operated within the industry and is a member of the Institute of Residential Marketing.
